Getting a license plate

I am considering buying a brand new Honda Future Neo from a shop in my street, and, despite trying to get the information from the seller, couldn't really understand what the steps are in registering the motorbike and getting a license plate. Which papers are needed, and where should I go ?

Hi Alexis,

First of all, you need somebody who speaks Vietnamese who could help you. And you need nerves of steel. My motorbike registration was a hassle; it took me more than 4 weeks (and 800 km) and I had assistance from my company.

Firstly, you need the red invoice issued by the motorbike shop. I had the problem that the shop owner did not want not give me the red invoice since he was in the opinion that I don't get the bike registered. You should insist in the red invoice.

Then you have to pay the tax for the motorbike at the tax department. The tax amount depends on the motorbike, my was around VND 1.2 million. I had to pay the tax at the tax department in the old quarter, but I was told that this depends on where you live. The tax department will issue a receipt which you need for the registration at the police. Please ensure that the name of the receipt is exactly your name (they write the name in the receipt by hand, in my case there was one letter not clear written, so the police did not accept the receipt).

After paying the tax, you have to go to the police. Take all your papers and your motorbike and go to the police at Ly Tuong Kiet street (I think it is number 89 or 86, not sure about the exact number).
In my case, they required a notarized copy of my work permit, a notarized copy of my passport, the official registration that I live here, the tax receipt, the original invoice from the motorbike shop and the original labour contract with my employer. The police will check the bike on site for the serial number.

After providing all the necessary documents, the police will issue the plate within a few days (hopefully they issue the plate correctly, in my case the issued a wrong plate and it took one week longer to get a new one). The registration fee at the police is VND 1 million.

Hi,

I do not think that it's so complicated like that. There are two options for you:
1. Buy used motorbike -> ask Vietnamese friends for searching on Vietnamese websites -> used ones were already registered with police and all papers are ready for use -> you just ride on the bike and run as fast as you can (of course with a plate number and be noticed of the allowed max speed ^^)
2. Buy a new motorbike:
You need a reliable Vietnamese friend who is willing to go to the shop with you to deal with the seller on the papers work. The selling price already includes tax but without registration fee (including plate number). You should ask your VN friend to fill in all needed form with his/her own name, then he/she takes those documents to the police office of the district where he/she resides (can be permanent resident or temporary resident), then ask for registration (get place number with fee of over VND 2 mil.). Within that day, you can get the plate number for your bike.

Thanks, pthqn and Annett, for your two clear and detailed answers ! I think I am going to try Huyen's second solution (with a friend of mine)), but I wonder if there could be a problem in case of accident or for the insurance ? And, aren't people limited in terms of the number of motorbikes they can register ?

Hi Alexis,

I missed one point that I need to add. The invoice issued by the shop includes VAT. After getting that invoice with the name of your VNmese friend on, he/she has to take all documents relating to that purchase to the nearest taxation department (u should ask the shop where that department is as it depends on where u buy that bike), and pay registration fee there (one kind of tax, means "thue truoc ba" in Vietnamese). This fee is around 5% of the invoice value. Then you take the receipt and relating documents to the police (ask the tax dept. where the police situated) to pay for getting the plate number and registration certificate. Registration fee is around VND 1 million for bike which is over VND 15 million.
My brother just bought a new mortobike and he completed all procedure from tax dept to the police within 1/2 day. Then, he can get a plate number for his bike. Then, he can go out without being asked by police. After 3 days, the police will ask you to come back to take the registration certificate. And that's all. For sure,you should buy insurance certificate for your motorbike which is around hundreds dongs and valid for 1 year, then you have to buy another one for another following year (it's required by laws but police will not check it until you violate laws, so not so many VNmese buy this insurance). For your case, I do not think that there will be any problem in case of accident if the insurance is under your friend name. But for sure, u may try to ask the insurance company to sell insurance under your own name as a motorbike can be resell to another user, then that "another user" can buy the insurance under his own name. You can buy those insurance in many petrol station (just ask the seller if they have and u can trust them). Some years ago, one person can register one bike only, but now it's not limited. So feel free to ask your VNmese friend for help.
