Hi,
I do not think that it's so complicated like that. There are two options for you:
1. Buy used motorbike -> ask Vietnamese friends for searching on Vietnamese websites -> used ones were already registered with police and all papers are ready for use -> you just ride on the bike and run as fast as you can (of course with a plate number and be noticed of the allowed max speed ^^)
2. Buy a new motorbike:
You need a reliable Vietnamese friend who is willing to go to the shop with you to deal with the seller on the papers work. The selling price already includes tax but without registration fee (including plate number). You should ask your VN friend to fill in all needed form with his/her own name, then he/she takes those documents to the police office of the district where he/she resides (can be permanent resident or temporary resident), then ask for registration (get place number with fee of over VND 2 mil.). Within that day, you can get the plate number for your bike.

I missed one point that I need to add. The invoice issued by the shop includes VAT. After getting that invoice with the name of your VNmese friend on, he/she has to take all documents relating to that purchase to the nearest taxation department (u should ask the shop where that department is as it depends on where u buy that bike), and pay registration fee there (one kind of tax, means "thue truoc ba" in Vietnamese). This fee is around 5% of the invoice value. Then you take the receipt and relating documents to the police (ask the tax dept. where the police situated) to pay for getting the plate number and registration certificate. Registration fee is around VND 1 million for bike which is over VND 15 million.
My brother just bought a new mortobike and he completed all procedure from tax dept to the police within 1/2 day. Then, he can get a plate number for his bike. Then, he can go out without being asked by police. After 3 days, the police will ask you to come back to take the registration certificate. And that's all. For sure,you should buy insurance certificate for your motorbike which is around hundreds dongs and valid for 1 year, then you have to buy another one for another following year (it's required by laws but police will not check it until you violate laws, so not so many VNmese buy this insurance). For your case, I do not think that there will be any problem in case of accident if the insurance is under your friend name. But for sure, u may try to ask the insurance company to sell insurance under your own name as a motorbike can be resell to another user, then that "another user" can buy the insurance under his own name. You can buy those insurance in many petrol station (just ask the seller if they have and u can trust them). Some years ago, one person can register one bike only, but now it's not limited. So feel free to ask your VNmese friend for help.
