my reading of this question is:
"if we were to let you study at our university, what would your masters thesis be on? What kind of topics / thoughts / issues would your research cover?"
The answer for this question is your ideas on the research you'd like to undertake in your masters degree.
Having said this, I note that the reading of this question does depend on its context (ie what the other questions surrounding it were & what section of the application the question was in), so I may not be exactly on mark.

are you apply for a scholarship?
To me, That sounds like they are asking you to write an essay to propose what you have to offer, why this uni, why this course, etc
