Hey there,
Maybe your husband should rent a bike to start with - see if he really wants to buy. VIP bikes is a new company linked to Blue Dragon Children's Foundation that trains disadvantaged youth as mechanics. They provide a bike rental service. Contact Andrew on 0914 931 390.
I suggest a Honda Cub or other similar small engine bike to start with(pretty sure Andrew has these). The other advantage of a 50cc bike is that you don't need a license to ride it, so no problems with the coppers. 50cc is enough engine power to get around Hanoi.
