I would like to buy a teach yourself Vietnamese CD/DVD to use on my laptop, Where would be the best place to start looking

You can go to Trang Tien bookstore near Hoan Kiem lake to buy.
It will takes time to learn by yourself.

You can go to Ba Trieu street- There are two bookstores one is Trang (number 40) and the other is "Hieu Sach Thuat" number 90 right to Ngo Van So conner. Ask for book " Tieng Viet trinh do A" by The Gioi publisher. You can either buy CD with or without book there.
