If you don't have access to skype, try using 171 or 178, those rates are also lower, although I would not know exactly how low.

So first dial 171-00-country code etc.

This is the easiest and cheapest way to call home, even cheaper than Skype.
Simply log onto http://ipt.spt.vn/ and download the SPF PC-phone dialer, then buy the International Snetphone card at any Internet cafes (50.000/100.000/500.000). You only need to enter the code and the password. There you go, sweet home is onyly a call away. Goodluck!
