Anyone know where I can buy a beard trimmer? Not an electric shaver, but a proper beard trimmer?

You can find it in big shops sell shampoo, soaps, hair cutting machines... I know one on Bach Mai st. in Hai Ba Trung dist. but I guess it's too far from your house. I think near your house, there's at least 1 shop of that kind.
