Dunno where to buy it, but can highly recommend the folks at 27 Nguyen Cong Tru for dye jobs. 30,000vnd turned a raindrop stained pair of khakis into a totally presentable new pair of black trousers.

Thanks Kath, that's a really cool site, it'd be interesting to know which Vietnamese plants are use for which colours.

I found a couple on the 'haberdashery' street, corner of Bat Dan and Hand Dao, but you will have to sit on the pavement shops and scour through the 'window boxes'. You may also try the colour pigment street at the end of Hang Hom, where they also sell resin for laquer.

I'll second 27 Nguyen Cong Tru.

"Beer"
Third
Because I was drinking red wine at the time I was punished by the Beer Gods and had my t-shirt doused in the red stuff. Not willing to waste more wine and colour the rest of the shirt I took it along to 27 Nguyen Cong Tru. 25,000Vnd later I've got a new black t-shirt that is virtually wine proof.
Hot dyes only.
