We were buying 100's of meters of hemp regularly from odd shops around Ha Noi, but is generally difficult to find. In the end were buying directly from the weavers up near Sapa, but they don't have a regular "shop front" as such. Businesses such as Craft Link produce various products using hemp, but being the way they are, very reluctant to reveal their sources or sell you small quantities (I know, we tried).
So, unless things have changed recently, hemp not so readily available as far as I know.

Mike is right, the best bet in in Sapa, even there tey come in narrow widths.
I bought good ones from a dealer in Thailand. He is a well known designer from the highlands and has shops in Chatuchak and Suam Lum markets.
