There are a couple hip-hoppish stylists on Mai Hac De you can try. The shops are small but you really can't miss 'em.

Well I don't know about small barbers. But if you're looking for a big one (and somehow I think it's for foreigners, because the price is in dollars, but not that expensive), you'll find one on Trang Thi street. I don't remember the exact address, but it's near the Trang Thi - Quang Trung junction. So, go along Quang Trung street and turn left at the cross with Trang Thi, go a long Trang Thi and you'll see it to your right. Quite a decent barber shop, I think.

For something a bit indulgent, try the Daewoo hotel on Kim Ma - men's haircut for about $9. They throw in a foot/leg massage as well.

Just to update, Tried out the hair place at Hanoi Towers. Joe Tan wasn't there, on vacation supposedly(tried calling back 2 more times these past 2 months and always "on vacation in Singapore, will be back in 3 weeks") so I had an extremely attractive woman do my hair. She didn't quite butcher it, but it was obvious that she was uncomfortable doing my hair. The actual haircut I give a 5 out of 10, everything else was great though. So next up was Daewoo and even though it was a smallish barber shop he did quite an excellent job. I would give this one a 7.5 out of 10. Also I paid $7, I didn't get the foot massage though so I don't know if it had any bearing. Bear in mind, my hair is extremely hard to cut. My hair grows in quite a few different directions and few people can cut it right.
