Anyone know of any hotels in Hanoi that are clean, relatively quiet, have rooms with real windows (not facing brick walls, etc.), under $20 (preferably under $17), in the old quarter or centrally located?

I was very happy with the Rising Dragon (Hang Be) when I stayed there for a week a few months ago. One day soon I'll get around to writing a review. Contact details are on TNH.
Only way that it may not completely meet your requirements is that the window for the room I had opens into the internal stair case / space. Means noise is minimised, however so is natural light.
I think there is also a top floor room that has windows to the outside though - might be worth dropping in to check out.
