if you mean, doing all this for you, you pretty much in need of a private graphic/web designer. Hard to find here!
As for the web i know a few companies here.
For printing, there is a good lab at the corner of Ba Trieu and the Hoan Kiem lake. And i suppose they might be able to help you with scanning
For downloading: what type of download are you talking about?
