In Hanoi, people don't often sell their used motor bikes nor scooters to shops. They use trading websites such as: http://www.vatgia.com to up an advertisement. You can search on google "bán xe ga" bán=sell and you'll have some directions.
There're some used motorbike shops in Hanoi. However, most of them sell used sport, crossing motorbikes from Thailand, China, Taiwan... for trendy guys. The other shops, I don't think you can trust their motor bikes because most of them were fixed, exchanged engine... and of course, there's no guarantee.
In addition, your nick 'kinhvanhoa' is such a Vietnamese name. If you're Vietnamese, I think you can find yourself in Hanoi.
