He he! There are many people can speak English in the Old Quarter. You may ask them for that, and the price is not such that high. Just get in the shop and ask them directly about service's cost.
One more thing, when you get around Hanoi, you may see some guys sitting on his motorbike on the pavement. Those are called: Xe om (Hugging motorbike)- If you look at them, they'll possibly call you "Xe om... xe om" he he - They might be able to answer many of your questions in their place that you might find useful.

Tailors are everywhere - just look for the sign saying "Nha May." Finding one who understands your language, and perhaps more importantly, Western proportions, is more difficult.
I don't have any particular suggestions, but there is an area of town to the West of Pho Hue, and South of Tran Nhan Tong, which is packed with clothing and fabric stores. You can buy ready to wear clothes, and I expect you might find some tailors.
This might be a place to go if you've got someone to translate for you. Otherwise stick to the Old Quarter.
Try Van Phuc silk village. It's just south of Hanoi, about 15-30 minutes depending on traffic. Any expat who's been in town for a while should be able to give you decent directions and show you on a map. Several of the merchants speak some basic English. It's worth a try. Even if you leave empty handed, it's a fun little road trip.
